[Talk-is] Highway classification question

Thanks for the feedback everyone!

We agree that Vegagerðin is a good guide and also agree there’ll be scenarios where it could result in a sub-optimal classification if followed exactly. We were using this resource in combination with global highway policy and imagery to best match the existing classification system. Our classification edits ended up being pretty minor.
