After a lot of thinking made months ago, my *opinion* (that's good like
anyone else's) is that *usually* the line's reference may be coincident
with the number anyone can read on the bus/tram.
So, if you read "10" on the bus, you may have "ref=10" in the data; you
can use the tag name for something like "10 Feriale" or "10 Festivo" and
opening_hours for operating time.
I say "usually", not always.
Like all things in OSM: it's difficult to make a "general rule", it's
better to analyse the specific case. :D
We can write a different ref in some particular case: shuttle
("navetta") lines can have a reference like "36N" because usually they
are lines integrating the main line but not a part of it (like "slashed"
lines), and usually they put on the bus an additional sign like "Navetta
scuole", "Collegamento Castello" or so on, integrating the number...
In any case I don't think that people don't speak italian known about
the difference about "feriale" and "festivo" terms. And of course you
can not call one "10F" because that could mean F-eriale or F-estivo and
in any case it can seem we have 10A, 10B, 10C.....10F lines (in some
cities it can be, not in Torino)
So, If you read a "10F" (or "10FR" or "10FF") on a map and search a bus
with the sign "10F" you don't find it in Torino.
At the moment the work I made is like that:

Maybe is not the best, but it's a good compromise beetween public
transport complexity, ease of data and their usability.
