I'm writing to you in English hoping that you will understand it. I'm
relatively new to OSM but according to some discussions we had in the german
ML fountain is more intended to visual / art fountains, as this one for
example: http://auto.pege.org/2005-san-marino/springbrunnen.jpg
or this one:
http://www.stadtentwicklung.berlin.de/bauen/brunnen/pix/cha_wil/03_390.jpg

the drinking water feature is intended for especially drinkable water which
in cities would look like this:
http://www.torremauracomitatodiquartiere.it/IMA/Foto/fontanella.jpg (in
Rome) or could also be just a water tap. Outside in the country it could
also be a natural spring, basically drinking_water aims at the drinking
possibility. Fountain is more a kind of landmark. This is how I understand
the issue, but if someone else would tag a fountain, which water is
drinkable with amenity=fountain, drinkable = yes, I would not be sad.
