Occhio però che non si parla di redistribuzione.

Sostanzialmente credo si riferisca ad estrarre dei dati per un utilizzo 
"personale"

Estrarre i dati (o copiare i nomi) significa copiare dei dati (IMHO).
Se utilizzi questi dati per creare una cartina del tesoro non credo ci 
siano problemi, ma se li utilizzi per produrre una cartina (anche se di 
una singola città) per poi rivenderla o distribuirla gratuitamente ne 
devi richiedere il permesso.

Questa ovviamente è una mia interpretazione.

La cosa più corretta è fare una richiesta al detentore dei diritti per 
l'utilizzo dei dati citandone la fonte.
