The current border data in Italy was almost completely imported by
Simone Cortesi from the Italian agency of statistics (ISTAT).
More information can be found here:

in the meantime this data was corrected and improved where better data
was available. According to the wiki article above, the current data
at import time was based on maps 1:5000 (in builtup areas) and 1:25000
(for the rest).

PS: the current data is not completely perfect, indeed it seems in
some places where the data was untouched since the import that there
is a constant offset (e.g. look here:
http://www.openstreetmap.org/?lat=42.0784&lon=12.5899&zoom=14&layers=M
), but I can't tell you details on the border to Switzerland.
