Mi rispondo da solo.
Il riferimento a ch.disable=true è un parametro della query url.
Affinché vengano considerate le turn restrictions è necessario
aggiungere quel parametro nell'url:

https://graphhopper.com/maps/?point=45.523879%2C9.210427&point=45.52209%2C9.211028&locale=it&vehicle=car&weighting=fastest&elevation=true&ch.disable=true&use_miles=false&layer=Omniscale

Che strana scelta!
