Leggendo meglio la pagina key:layer <https://wiki.openstreetmap.org/wiki/Key:layer>, tra le cose da evitare, è scritto

  * Using negative values to describe something to be underground. Uselocation <https://wiki.openstreetmap.org/wiki/Key:location>=underground <https://wiki.openstreetmap.org/wiki/Tag:location%3Dunderground>for this purpose.

Quindi credo basti avere location=underground
