[OSM-ja] Potlatch 0.10

Tatataです。

とりあえずハコだけ作っておこうと思ったのですが、時間があったのでざっと日本語訳を
書いてみました。普段はPotlatchをあまり使わないので機能や表示箇所が良く分かり
ませんでした。このため、間違いや「てにをは」が合わないところがたくさんあると思います。

おかしい部分に気が付かれた方は * wikiの方を直接修正 * して下さい。放っておくと次の
Potlatchのソフトウェア・アップデートの際に、そのまま反映されてしまいますので...

作業していて思ったこととしては、

1. Potlatch或いはwwwに言語を選択できる場所なんて有ったかな？
2. Potlatchにラテン文字以外（日本語など）を流し込んで動作確認したのかな？

ということで、ちょっと心配です。
