[OSM-ja] new coastline offset

Ｔｏｍです。

森林データを多くインポートしましたが、
各所で２００ｍくらいズレてるんじゃ無いかと思われるところがあります。
（例えば、三重県の海岸線あたりとか、愛知県の三河方面とか・・・・

まぁ、現地調査とかして、補正するしかないかな・・、と思っています。
