I am going to announce this project. Please help me to spread info of
this project!

I just got message from CrisisMapper and they are using ESRI's admin
boundary shp distributed by Harvard Univ. So, we can offer better one
to the community!

I want to let you know that the Harvard Center for Geographic Analysis
Sendai Earthquake Data Portal has much mapping for Japan including:

A standard list of Japanese Placenames (at the town, municipality
level) with JCODES here:
http://cegrp.cga.harvard.edu/japan/?q=content/placenames-japanese-romaji-english-and-jcodes-iwate-miyagi-fukushima

And a matching SHP of admin boundaries here:
