[OSM-ja] Japan quake radioactive material monitoring

Nahainecです。

発電所データのインポート完了しました。

・既に入力済みか確認できていませんので重複しているところがあると思います
・話題の福島第一のように複数号機がある場合、位置が共通で重なっています

修正できる方、よろしくお願いします。
