[OSM-ja] Geofabrik downloads for Japanese regions

Hello talk-ja,

   I have added the regions Chūbu, Chūgoku, Hokkaidō, Kansai, Kantō,
Kyūshū, Shikoku, and Tōhoku to the Geofabrik download server at

http://download.geofabrik.de/asia/japan.html

So you don't have to download the full 1.1 GB file if you are only
interested in one region.

The history files for the regions have not been generated yet but they
will follow soon.
