[OSM-ja] "state" は「京都府」じゃなくて、「近畿地方」です？

Hi Jeffrey,

I don't know much about nominatim technology, but `place=state` is wrong in
Japan. We don't use it for now.

See the addressing scheme in Japan.

In this case
province=京都府
region=近畿地方
is right.
(Note: region=近畿地方 is not a part of Japanese addressing system)
