Ok.  I have put the information from the PDF into the wiki.  The page doesn't 
look very good, and there are no links to it yet.

If anyone has information about the new street naming/address programme or the 
street naming history please add it to the wiki or send an email here and I 
will do it.

I have some photographs of street signs that I have been using for mapping.  I 
am a little worried because I cannot tell the difference between the old and 
new signs, except in Geochang because all of the streetsigns there are new.
