I see.
Perhaps it would be better to use suburb instead. As it seems not to be a "town"
We should not channel town-tags to very small administrative suburb-tags
http://wiki.openstreetmap.org/wiki/Tag:place%3Dsuburb
If that does not fit, there is "place" or "note" or "fixme" available.
That would not confuse others.
