[Talk-ko] South Korea admin boundary creation update

 Hello, everyone. Let me tell you about the progress I'm making so far.

There had been another case of a Japanese user tampering with the Dokdo
area.
This isn't his/her first time, and the annoying thing was that the
recent tampering resulted in the entire South Korea boundary relation being
labeled as Japan for a couple of days, along with Gyeongbuk (North
Gyeongsang Province) as Shimane Prefecture, Japan. I'm inclined to believe
that the person only meant to change the labels for the island only, and
did not expect a country-wide effect. Still, the act certainly looks
careless at best and malicious at worst. I have sent this person a message
about the labeling issue. I haven't received any reply in a week, and the
person hasn't done any edits since, either.

This, along with the previous incident, created a bit of setback while
doing the work on Gyeongbuk. Now that there is a bit of calm again, I
resumed the work, and I'm happy to report that several areas now have
proper borders set up:

Chungcheongbuk-do
Gyeongsangbuk-do
Daegu
Ulsan
Busan

FYI, the work for Busan was done mostly by another user three months ago -
I only made minor edits before integrating it into the whole boundary
scheme, which sped up the progress nicely.

This means the two Jeolla provinces and Gwangju within, South Gyeongsang
Province, and Jeju are all that's left to cover now. After this is done,
I'm looking to clean up and update for the city and district labels, as
well as set some is_in tags so that OSM search can properly identify each
area in the country. One more step in making Korea OSM map a more
functional one. :)
