[Talk-ko] copying from illegal sources

user https://www.openstreetmap.org/user/YU-JIN%20HAN

has copied a lot of information in South Korea from naver maps, a local 
map provider. It#s quite easy to know because none of the imagery layers 
have this information yet, the whole city is built recently. He also 
admitted that the source is Naver and seems to be oblivious to the legal 
restrictions.
