Hey,

nice idea.

Please include that internationally several cities have opened up their data already:

I think the text is fine and am exited about the response.

Please bear in mind that we should try to get the most liberal license for all data (i.e. PD or the thing legally most close to it), as the donors usually can't agree to the OSM contributor terms and this might be a problem with a future license upgrade.
If they absolutely can't go PD, ODbL is the second best option for us.
