Checking your work is fine. Deciding to make a survey after seeing that openstreetmap and the cadastre disagree isn't copyright infringement. Drawing off from the Cadastre's map or imagery is.

http://topographie.lu is useful for Luxembourg City . It has higher resolution imagery and more accurate roads than the Cadastre.
