Good morning,
I talked with friends (police officers) and with ACL. The meaning of C.2
can be changed with an additional sign below. So C.2 on a track means that
only persons who work there or who live there (if they live on a track)
have access. For me it^'s clear on a track: motor_vehicle: agricultural, or
more detailed motocar and motorcycle. With additional sign for bicycles or
horses it would be bicycle or horse:yes. Perhaps if there is a farmyard it
would be useful to add private:yes.
On highway: residential it means that only persons who live there or
(delivery:yes) have access. As described in the "Code de la route".
On tertiary roads (mainly in the east of the country you will find C.2 with
the sign "not when snowcovered" (pas en cas de neige ou de verglas). There
it means that everybody can use it with restrictian during snowfall. So
there clearly no general restrictions to add, i didn't find a tag to
describe a restriction for snow, etc.
