[OpenStreetMap talk-lu] Reference format (Was: Meeting 2012)

I wrote CR 102 or N 11 because I found this in Germany and France. Before I
used C.R. 102.In Belgium there are no spaces. Standardising this is not
only a problem in Luxembourg, but it has to be done everywhere in OSM. I
don't know if there are or have been similar discussions in other
communities.
I used the tagwatch to find and correct the most beautiful tags, like
amenity:Bauernladen, but it's down for the moment.
