[OpenStreetMap talk-lu] County Code

While "lu" is the correct country code for Luxembourg, "lb" is the correct
code for the luxembourgish language.

This is why the luxembourgish wikipedia is at http://lb.wikipedia.com since
the wiki is in luxembourgish.

Hence: lu for the country, lb for the language.
