Hello,
just a few examples from N 11:
N11 Altrier - Graulinster entre le P.K. 18600 et le P.K. 18190
N11 Graulinster - Altrier entre le P.K. 18685 et le P.K. 19270
N11 Wolper - Altrier entre le P.K. 23310 et le P.K. 22350
N11 Wolper - Michelshaff entre le P.K. 23800 et le P.K. 24500
all these parts of N11 aren't at maxspeed 110 km/h any more, and this since
June/July 2012. Maxspeed is 90 km/h. The text published in the pdf needs to
be updated.

>>> Dear all,
>>>
>>> The following memorial describes speed limits on N and CR roads
>>> outside of agglomerations:
>>>
>>> http://www.legilux.public.lu/leg/textescoordonnes/codes/code_route/CIRCULATION_ROUTIERE.pdf
>>> (page 29 and further).
>>> All N and CR roads outside agglomerations that are not mentioned can
>>> be assumed to be 90 km/h.
>>>
>>> As the content of the Memorial is public domain, we could use this to
>>> set the maxspeed tags. However, the document refers to km numbers,
>>> which we don't have in OSM, so this might not be trivial. At least we
>>> could use it to see if there are any speed restrictions missing in
>>> OSM.
>>>
>>> By the way, maps displaying speed limits can be found here:
