[OpenStreetMap talk-lu] Import of amenity=charging_station locations

Hello everyone,

I recently checked the amount of amenity=charging_station in
Luxembourg and found that as of 08/03/2018 there are only 19 mapped
charging stations in Luxembourg [1]. Luckily there is a CC0 dataset
[2] containing 135 charging stations published by Chargy that could be
imported into OpenStreetMap.

This dataset is published as a KML File and needs some conversion
before being ready for OSM. I have written a small Python script [3]
to automate said conversion. The actual uploading into OSM would be
done manually.

As stated by Chargy [4], by 2020 the goal is to have 800 public
charging stations (1600 charging points) in Luxembourg, therefore any
subsequent import would need to filter out existing POIs in OSM. This
could be achieved by using the charging points reference from the
dataset. In any case, manual validation will be required.


As any data import in OSM requires community buy-in, I would
appreciate feedback. Here are a couple of open questions that need to
be discussed:

1. Geographic location: The dataset only contains geographic locations
for charging stations, not charging points. For example, the station
“VdL - Parking Glacis - Foire Haute Rond-Point Schumann” is located at
6.125409, 49.616888 and has 16 available sockets. There are 8 charging
points on this location, each having 2 sockets (CP0016 to CP0023).

I propose that for the time being we only create 1 OSM node with the
appropriate number of sockets and capacity. It would probably better
to map every individual charging point, but we don’t have the
positions of each individual charging point…

2. Name: How should the charging stations be named? If we aggregate
the various charging points into one “big” charging station, we can’t
use the CPxxxx ID in the node name. The IDs could be aggregated into
ref=”*” for future use. There is no ID for charging stations. As for
the names in the dataset: Some charging station names are prefixed
with “Chargy Ok”, while others aren’t. I have opened a discussion [2]
asking for more details.

Here are a couple of examples:
Chargy Ok - Boulaide Commune - Parking Cimetière
Goeblange - Parking rue Principale
VdL - Bonnevoie - Place Virchow
VdL - Hollerich - Place St. Pierre et Paul


3. Tags: I am not sure about the “amperage=32” tag, I saw some
existing nodes that contain this tag but haven’t verified it myself.
Here is an example of a charging station that has 1 charging point
with 2 sockets:
