It starts on Page 3011. It apparently became official on May 29.

So, there are at least two questions :

1) do we want to use RN, RR, RP or just keep them N, R, P ? (I have noticed
RN on signs for a while.) What other tags should we create ?

2) Do we want to organize this change for the routes nationales, at a
certain time ?

Here are my initial thoughts.

1) Yes, we should change them to RN. This might help people realize there
has been a change. Also we will want to use an "old_ref" tag. So :

ref=RN17
old_ref=P6000

2) I have no strong view on this. Changing one at a time seems OK to me.
