[Talk-mm] UN Logistics data

I've been given a preview release of GIS layers used for logistics by UN teams in Rangoon.

The licensing terms here are still unclear .. there are several different sources of data, and the license is still being negotiated. We believe everything can be released as public domain, but not yet. So consider this for informational purposes only. The UNJLC is still working on producing a final, cleaner version, for release in the next few days.

Since the UN has already compiled a lot of data, we can potentially import useful layers in OSM, to quickly expand our initial data coverage. We should evaluate these layers in detail .. previous data shared from them has had mixed quality. 

It's a 80MB file, so probably a good idea to download this before returning to Rangoon, if Thaung and crew are still in Bangkok.
