[Talk-ng] Road network improvements in Nigeria

Apple plans to work on improving the road network in Nigeria. We have discussed the work with some local community members. More information is posted here: https://github.com/osmlab/appledata/issues/6 We will be working on existing HOT tasks. Let me know if you have any feedback or suggestions.
