[Talk-ng] import of IDP camp shelters

Hello Everyone,

Sorry for the longer silence. IMPACT Initiatives actually had a MoU for
data imports to OSM, but it was outdated.
I got an updated one now and am happy to share it with you here.
How do we continue from here?
I have the data basically good to go in shp format.
