[Talk-ng] import of IDP camp shelters

Hi Sebastian and Samuel:
I am very happy to help in the process too. It's always better to open
the process to as much people as possible, so more eyes checking will
get a better import.
Imports should follow the imports guidelines [1].
Following the guidelines, and considering we fulfill the step 1 (what's
the license of the data and who is the owner, would be the first
question), every import has to be discussed with the local OSM
community. I wonder what the means of communication of the OSM Nigeria
community is, because this list is basically not used by anyone, except
for announcements from time to time. Do you know what is the usual means
of communication of the Nigeria OSM community, Samuel?
When I opened this mailing list back in 2014 there wasn't really an OSM
community, except some scattered mappers around the country, and imports
where discussed directly in the imports mailing list (step 5). Nowadays,
there are only 38 subscribers of this list, half of them from eHealth
Africa who joined when I was there as consultant...
Another thing that OSM Nigeria should do is to consider replacing me (an
Spaniard) as the administrator/moderator of this list. Administrating it
is not a big deal: just deleting spam from time to time and that's it.
It's an honor for me, but I guess it's better that a Nigerian local
mapper takes the seat.
