So the plan is to regularly update the data from the BAG if the data in OSM
has not been touched since last import or what would be the algorithm to not
drop OSM data under the floor by simply importing/overwriting the building?

If the NL community agrees on which tags to delete its an easy thing to submit a patch
to the JOSM maintainers.

What about the 3dshapes tags?
