[OSM-np] When and where do you tag a street as two parallel lanes?

I was working in around Pulchowk Area and I personally feel that the main
street in Pulchowk is big enough to be marked as two different streets.
If you look at the section going from Namaste supermarket to Hariharbhawan
and kupondole, it even has a separater in between the left and the right
lanes.
So my question is: Is it ok to put two different parallel roads with
oneway: yes?

PS: I saw that couple of attributes have been put as routes. I know Prabhas
is working on the yatayat app.
Will two streets make any difference there?
