[OSM-np] tagging nepal specific items

i second the discussion on the wiki page comment. it seems unnatural. but
maybe there is a good way to do it... an example would help

re: chowks. since they are public spaces with no real facility, like a
building, on them isn't this the better approach "To create a 'square' or
'plaza' create a closed way and tag as pedestrian and also with
area<http://wiki.openstreetmap.org/wiki/Key:area>
=yes."

where are community center tag is more appropriate for the type of
buildings where the tole has a bhoj (chepa i think its called).
