[OSM-np] Public Transportation

Hi All,

I created a public transport subproject under the WikiProject Nepal page.

I put in what I now but am by no means confident of my knowledge, could
peoples better informed than me (wink wink prabhas) put more information on
here about how we are tagging routes.
