[OSM-np] Classification of Roads in Nepal

Dear All,

I have done some draft work on guidelines for marking roads of Nepal.
They can be viewed at http://wiki.openstreetmap.org/wiki/Nepal:Roads
Most of it is kind of copy paste from the India:Roads page but I've
removed things that do not seem relevant in our context. For instance
Indian roads are classified as NationalExpressways, NationalHighways,
NationalExpressHighways, etc which I don't think we have.

The classification is not based upon any fixed system, instead it is
built on top of the general guidelines of OSM itself.

If anyone is willing to verify and further contribute, I would be more
than happy to collaborate on it.
