[OSM-np] Tagging Guidelines

Hi Nama Ji,

The format of the document looks good and I'm sure this would be a big help
during Mapping parties.
I'd make a recommendation that we take this document to the osm wiki.
Considering we will be doing a lot of mapping parties, documents like this
make up a good resource for other Mapping parties.

I took the liberty of creating a page and pasting all the contents from the
document to
http://wiki.openstreetmap.org/wiki/Nepal/Mapping_Party_Guidelines
I've made few correction to the contents in the wiki itself.
