[OSM-np] Suspicious edits in some areas in Kathmandu

I've fixed some of them but he had tagged really a lot of roads with
highway=motorway and, so before reverting more back, I wanted to ask, what
sort of roads are to be tagged that way? I mean with highway=motorway? That
isn't even included in the tags for roads of Nepal in the wiki (
http://wiki.openstreetmap.org/wiki/Nepal/Roads)
