[OSM-np] Importing vdc boundaries

Hi Amrit, I suppose having separate ways that are connected using a
boundary relation will be easier to maintain, so that we won't have
disconnect problems. This also depends on a question that was asked on the
OSM tagging list, which was whether every piece of land in Nepal is within
the VDC boundaries, or whether there are large swaths of land that are
outside of VDC boundaries. If the former is the case (which is what I
thought), we should do ways with relations, and if it is isolated polygons,
then we should do closed areas.
