[Talk-nz] Adding DOC reference as tag

Hi,

I'm working on tidying up some of the backcountry huts - fixing up 
names, correcting tags, etc. Next step I'm looking at is adding the 
Department of Conservation reference number (assetId) and keen to hear 
any comments/objections. I'm proposing to use a tag ref:doc=<id> (see 
https://wiki.openstreetmap.org/wiki/Key:ref for similar examples). This 
id can be used through DOC's API (https://api.doc.govt.nz/) to lookup 
further info about a hut, including any alerts.

The main reason is it helps in cross-checking hut info, but it would 
also allow someone to enrich map data using DOC's API.
