[Talk-nz] Adding DOC reference as tag

Most of these are now done in changeset #60107869
(https://www.openstreetmap.org/changeset/60107869). 621 huts (57 ways
and 564 nodes) of 989 total DOC huts. The remaining 368 huts listed by
the DOC API either don't have a corresponding OSM object, or the object
has no name. Will work through these as well, there must be some
programmatic way to find objects nearby a given location to narrow the
search.
