[Talk-nz] Environment Canterbury Imagery

approached Environment Canterbury for permission and they granted this

I've updated the NZ Data Catalogue as well

Working on getting this into editors out of the box at
https://github.com/osmlab/editor-layer-index/pull/777.

Would be great if someone with local knowledge could comment on how this
compares to the LINZ imagery.
