[Talk-nz] Street address data update?

Greetings,

well, apparently 3 years is long enough for the suffering endured in the
import of 2M street addresses from LINZ to have faded...

So I've started looking at what an update might involve.

Analysing the changeset[1] that can be downloaded from LINZ, there are 3
kinds of change:

DELETE	12921
INSERT	96589
UPDATE	174978
--------------
TOTAL  284488

The Insert and Delete changes should be reasonably straightforward.
Often a subdivision has one delete + many inserts

Breaking down the Updates further:
about 100K seem to have no material changes
15K have same address
1300 move > 100m
14K move > 10m
13K have address change (e.g. spelling correction, change in number
scheme, change in suburb etc

Sooooo, I'm looking for collaborators on figuring out a process and then
doing the update.

Two broad options for the data source:
1. Changeset from LINZ
2. Full data dump from LINZ, conflation with existing OSM
How to process the changes, how to organise the updates (tasking
manager?) etc. etc.
