[talk-ph] free philippine postcode data

Regarding postcodes, I placed some postal_code tags on certain roads in the Metro Manila area (specifically Manila, Quezon City & Makati) that you can check via itoworld.com. I hope that this might not hamper your plans, as stated below.

Looking through the excel very swiftly, it seems that each
Municipality has one postcode assignment, except for large cities like
those in Metro Manila. If we can add municipal boundaries, I think
this will be very useful for geocoding applications.

AFAIK, the planned import of POIS from rpmap and waypoints also have a
postcode tag.  So that should be useful too.  I'm still waiting the
response from the project maintainers.
