[talk-ph] Road classifications revisited

In an effort to reduce the number of secondary roads, which seem to overwhelm the map, I have reduced the level of some roads in an area I have mapped from secondary to tertiary.

These roads are all inside gated communities, but when using the maps for navigation, this is not obvious. By reducing the secondary roads to tertiary roads, it is now much easier to plan a route, as you are now not distracted by these roads.

If you switch between Mapnik and Tiles at home, you can see the before and after views. (At least until Mapnik is updated).
