One way of doing this is:
1. Download all of Makati roads
2. Remove all roads outside Makati, using the admin boundary ways
3. Measure the length of roads using this perl script:
http://svn.openstreetmap.org/applications/utils/filter/osm-length/osm-length-2.pl
