it can be all of the above. one team concentrates on business establishments, the other on roads. also, we need to "slice up" the Tagaytay "cake". Yes, it's possible for one to take waypoints while a vehicle is moving, provided that one act fast enough to take it.

i have 2 handheld gps (plus a netbook with external gps antenna) and a car; but with limited budget for the gas to tagaytay, since i'm coming from rizal.
maybe we can join together, patak-patak sa fuel and merienda para tipid. it's faster if one drives and the other one writes notes or type waypoints name
directly to the pc, another one holds the potato chips, and another one jumps in and out of car to take waypoints of business establishments on walkways
and peripheries within a commercial area.
how will the mapping be done anyway? by bike, by car, by foot or all of the above? which is the priority, roads tracks or business waypoints?
