[talk-ph] Tapping the SkyscraperCity Philippine Forums community

I'll try to open up a discussion thread there soon. I'm just thinking how to
best present it without looking like a spam message (even though we are an
open-content project) (I have only posted there once before; I'm just a
lurker there).
