Well, it's not actually that expensive to start a non-profit in the
Philippines. I think the minimum capital required is 5,000 pesos (although
setting up a bank account needs a minimum of 20K). It's the foundation type
of corporation that is expensive: requires 1M.

Anyway, I agree that for individual mapping, an organization is not really
needed. But to take the OSM to the next level an organization is definitely
wanted due to the need to have a legal entity to represent the community
when interacting with other entities.
