[talk-ph] suggest a new mapping party event

use the party render script:
http://wiki.openstreetmap.org/wiki/Party_render

I had problems with python 2.6, so I used 2.5 on ubuntu 9.04.  I
suggest you try the render.py to tweak your parameters before using
video.py.
