[talk-ph] tag for vulcanizing shops

As OSM originated in the UK, they would write "tyre" rather than "tire"
so it's hard to say which one to use. I think, to avoid confusion and
because it's more accurate shop=vulcanizing is a good tag for a
vulcanizing shop :)
