[talk-ph] Tele Atlas now has detailed maps of the Philippines

Based on the PR, I think they only have major highways and the detailed
streets are only in Metro Manila.

I wonder if Tele Atlas' quality is any good. Navteq only has the vmap0
public domain road data for the Philippines.
